			<content:encoded><![CDATA[<p>The unofficial rulebook for lazy EU journalism. 20 invaluable tips for your career in EU journalism.</p>
<p>1. Not sure how the EU works or what institutions are involved? &#8211;&gt; Just write &#8220;Brussels&#8221;.</p>
<p>2. Germany is generally seen as important in EU politics and journalists know how to frame it: If Germany is active in a certain policy domain just write something about  &#8220;German dominance&#8221; and if you work for British newspaper add  some subtle references to the war. If  Germany is passive in a given policy area just write that Germany abandons the EU and it clearly adopted a unilateral strategy, if you work for a British newspaper you could add something about the war.</p>
<p>3. Found a short reference in a paper which talks about your country? &#8211;&gt; Is is an evil plan to undermine democracy</p>
<p>4. General rule: No need to distinguish between different European institutions and organisations. Who cares whether it is the Council of Europe, the European Council, the Council of the EU, the European Commission, the Court of Justice of the European Union or the European Court of Human Rights . &#8211;&gt; Just write something about eurocrats and <em>unelected</em> foreign European judges interfering with your beloved country.<em> [thanks Andrew!]</em></p>
<p>5. You are in Brussels and there are several events happening at the same time?  &#8211;&gt; Well, this is a clear sign that the EU does not address the important issues! (Important issue = event you attend)</p>
<p>6. Unsure what is happening in the EU? &#8211;&gt; Don&#8217;t bother ringing someone in Brussels. Just make something up about bananas or recycle a story you read half a year ago. If you are ambitious call the press department of one of the parties in your capital or use a recent party pamphlet.</p>
<p>7. Did you come across a controversial statement or an opinion of an MEP or any national MP? &#8211;&gt; Start your article with &#8220;EU plans to&#8230;&#8221; or &#8220;Country X wants to&#8230;&#8221; <em>Any MEP or committee must be prefaced by “senior,” “influential” or “key” as long as he/she/it says something confrontational. [thanks Tim Jones]</em></p>
<p>8. Facts are overrated. Don&#8217;t bother checking the original EU policy documents. There is no need to understand differences between white or green papers, a report or a regulation or a directive. It is much easier to write about &#8216;crazy ideas of EU bureaucrats&#8217;.  If you have an idea for a good EU story don&#8217;t let facts ruin it. Plus, nobody will check if a EU story is true. Everyone knows that the EU is boring and evil. Moreover, the single aim of the EU is to produce unnessary regulation (generally known as &#8216;red tape&#8221;).</p>
<p>9. Use &#8220;EU bureaucrats&#8221; or &#8220;Brussels bureaucrats&#8221; as often as possible. A more experienced lazy journalist would simply refer to &#8216;<em>Eurocrats</em>&#8216;. (<em>Thanks Gawain</em>) Useful adjectives in this context include &#8220;unelected&#8221;, &#8220;unaccountable&#8221;, &#8220;corrupt&#8221;, &#8220;highly-paid&#8221;, &#8220;highly-pensioned&#8221;, &#8220;lazy&#8221;. This list is not exhaustive and can be adapted to your journalistic needs. You may also use &#8220;EU official&#8221; or &#8220;EU representative&#8221; especially if you follow rule 4.</p>
<p>10. Don&#8217;t mention that ministers might have a veto over EU policy &#8211;&gt; Just write about how the EU destroys national sovereignty.</p>
<p>11. You think that the EU is a bit too complex and everything takes a bit too long? &#8211;&gt; Well just focus on zero sum games especially during summits.  One country wins, one country looses. That is life. That&#8217;s the EU. Simples.</p>
<p>12. A good headline is key. So always go for the pun or the the odd &#8216;eurocrats&#8217;, &#8216;empire&#8217; reference. And the fight is always between europhiles and eurosceptics. Keep that in mind.</p>
<p>13. Symbols are more important than substance. Stories about what people had for breakfast or dinner, something about flags or anthems are great examples. Always mix personal stories about EU leaders with national stereotypes and prejudices. You will be surprised: it always works.</p>
<p>14. EU funding is always a great story. There is corruption, waste and funny projects. However, do not mention that projects need co-financing. Also do not try to look at the positive examples, it would just spoil the story. Anyway, EU money is by definition a bad thing. So, don&#8217;t try to explain why EU funding exists in the first place.</p>
<p>15. The EU budget as well as the budget negotiations provide many interesting options for lazy journalists. You could write that the EU books have not been signed off for years &#8211; without mentioning the auditing rules. Or you could write something about how much money your country pays to be in the EU -  without mentioning that it may get something back. Don&#8217;t make the mistake to link to any official cost-benefit calculation. Because if they exist they are must be wrong, if they don&#8217;t exist it is generally a conspiracy.  Rather use a statement from another newspaper or dodgy think tank. Just don&#8217;t ask any questions. Never think about what the EU could do with the money, just assume that &#8220;Brussels wastes all the money it gets&#8221;.  Budget negotiations are zero sum games, so rule 11 applies. There is no such thing as the &#8220;European interest&#8221;.</p>
<p>16. The single market means competition which might include foreign companies winning tenders in your country. If that happens just focus on the foreign element of that company. Make some claims about corruption.  Write about how many jobs will be lost. No need to mention that new jobs will be created. If you are an ambitious lazy journalist write about how EU competition laws are made to destroy your local economy.</p>
<p>17. Don&#8217;t bother learning a foreign language. It is not useful in EU journalism. You can always rely on international news agencies.</p>
<p>18. Subscribe to all &#8216;think tanks&#8217; and &#8216;business associations&#8217; which are highly regarded among your collegues. From time to time, just &#8216;write&#8217; (copy/paste) short articles. Don&#8217;t include links to your sources.</p>
<p>19. Context is overrated. Headlines are more important. Just go for the best quotes &#8211; no context needed. If you have a great quote from last week, you can still use it. No need to check whether current events have moved on.</p>
<p>20. A beginners mistake is to engage with the opposite side or with critics of your work. So, just don&#8217;t do it.</p>

			<content:encoded><![CDATA[<p>The British are distracted by a royal wedding and the government is eager to change the fundamental principles of the internet! After the radical social welfare cuts, the big society joke, the  increase of  student fees which are linked to a privatisation of higher education, this is another great idea of the British government&#8230;</p>
<p>In a speech yesterday, <a href="https://secure.wikimedia.org/wikipedia/en/wiki/Ed_Vaizey" target="_blank">Ed Vaizey</a> announced  that in principle it would be acceptable if  ISPs favoured certain data to create a &#8220;two-speed internet&#8221;  &#8211; and <a href="http://www.guardian.co.uk/technology/2010/nov/17/net-neutrality-ed-vaizey" target="_blank">abandon net neutrality</a>:</p>
<blockquote>
<p style="text-align: left;">Under the new provisions providers must present information about their  service, including the nature and extent of their traffic management  policies and their impact on service quality in a clear, visible and  easy to understand form for all their customers.</p>
</blockquote>
<p>A transcript of the speech  is <a href="http://image.guardian.co.uk/sys-files/Media/documents/2010/11/17/EdVaizey.pdf" target="_blank">available here</a>. The essence of the argument:</p>
<blockquote><p>Consumers should have the  ability to access any legal content or  service. Content and service  providers should have the ability to  innovate and, most importantly, to  reach end users. (&#8230;) This  means ISPs should be allowed to manage their networks to ensure a good  customer service. It means allowing flexibility in business models.  (&#8230;) A lightly regulated internet is good for business, good for the  economy  and good for people.</p></blockquote>
<p>The rhetoric of the speech is clever because he uses the language of the supporters of net neutrality (Just look at the title of the document: &#8220;The Open Internet Speech&#8221;).  However, I think it is important to note that he only talks in terms of customers and consumers &#8211; and not of citizens. So the only worry he seems to have is how to please businesses. He basically misses the point that net neutrality is probably the most important factor for innovation and growth with regards to the internet.  And he talks a lot about transparency and openness &#8211; but only to justify restrictions that could be imposed on consumers. Everything is allowed as long as you are open and  transparent about it! Screw the people but tell them that they have been screwed.</p>
<p>[Update: Rene Obermann, the CEO of  Deutsche Telekom in Germany is also thinking about  "<a href="http://www.golem.de/1011/79498.html" target="_blank">different levels of internet quality</a> ".]</p>
<p>What is the problem with the idea to abandon net neutrality? It is basically the idea that some data packages get favourable treatment and can be transmitted faster than other data packages. In order to get this favourable treatment for a certain website or service, somebody needs to pay extra &#8211; either the company or the consumer or both.  Basically your internet provider (the company that provides your internet access!) can decide what kind of services and websites are more important. It is obvious that this has huge implications for democratic principles and basic rights.  The internet could be transformed into a huge broadcasting channel for wealthy content providers. You can find a good introduction at the excellent <a href="http://www.laquadrature.net/en/Net_neutrality" target="_blank">La Quadrature du net</a>. To illustrate the problem, have a look at the following image and think carefully whether you want to have an internet that looks like that:</p>

			<content:encoded><![CDATA[<p>Probably not. To get an idea what the new Conservative/ LibDem coalition is thinking about the EU you just have to read two short documents:</p>
<p>Last week an interesting memo leaked from William Hague who is now the new British Foreign Secretary:</p>
<p><a href="http://www.guardian.co.uk/politics/2010/may/09/tory-eurosceptic-letter-william-hague">The Tory letter on Europe in full</a>.</p>
<p>There is also a section in coalition agreement titled&#8221;Relations with the EU&#8221;:</p>
<p><a href="http://libdems.org.uk/latest_news_detail.aspx?title=Conservative_Liberal_Democrat_coalition_agreements&amp;pPK=2697bcdc-7483-47a7-a517-7778979458ff" target="_blank">Coalition Negotiations Agreement</a></p>
<p>Just a short comment:</p>
<p>A lot of no&#8217;s and red lines. A referendum lock on any new EU treaty (ok, nothing is in the pipeline at the moment..) or <span class="status-body"><span class="status-content"><span class="entry-content">&#8220;if sovereignty is transfered&#8221;</span></span></span> (whatever that means&#8230;).  It is a nice gesture to include the idea of  &#8220;one seat for the EP&#8221; &#8211; but it is not likely to happen (just ask any French minister&#8230;). And that the UK will not introduce the Euro in the next 5 years is also not a surprise (Maastricht criteria anyone?). Everything is very vague &#8211; probably to please the anti-EU Tories as well as the pro-EU LibDems. It is disappointing that there is no positive idea, no willingness to engage creatively, no project that the UK government wants to push forward. Some innovative climate change legislation maybe, completing the single market, an increased cooperation in defense matters (St.Malo was a good start!)  or even a CAP reform (and the British rebate is a great bargaining chip!)&#8230;there are quite some possibilities without any &#8216;sovereignty issues&#8217; attached.</p>
<p>Unfortunately, William Hague, the new Foreign Secretary, is a convinced  anti-EU politician. Usually he is an outspoken euroskeptic who has been instrumental for numerous Conservative/euroskeptic policies and ideas. One example is the infamous <a href="http://www.timesonline.co.uk/tol/news/politics/article2859652.ece" target="_blank">post-ratification referendum</a>.</p>
<p>On  a more positive note, David Lidington, a moderate Tory, was appointed as the new Europe minister. In the early 1990s he supported John Major&#8217;s backing of the Maastricht Treaty . Interestingly, the former &#8220;shadow Europe minister&#8221;  Mark Francois did not get the job.  He is another hard-line euroskeptic who was behind the Tory idea of leaving the EPP group in the European Parliament. (thanks to<a href="http://twitter.com/ggbrunt"> GGBrunt</a> for the clarification)</p>
<p>Nick Clegg, the deputy PM, and most of the LibDems in the newly formed cabinet are amongst the most pro-EU politicians in the UK.  Kenneth Clarke, the (only?) pro-EU Tory in the cabinet became Justice Secretary and Lord Chancellor, which is a good position for him to deal with or veto the most radical  &#8216;power repatriation&#8217; ideas of the Conservative Party. The cabinet is indeed an interesting mixture and we have to wait how it develops.</p>
<p>David Cameron, the new Prime Minister, strikes me as very pragmatic. At the moment I think he will not do anything radical because it will be difficult to keep the LibDems happy if he follows the euroskeptic wing of his party. Even before he came to power he ditched the idea of having a post-ratification referendum on the Treaty of Lisbon. I think he is quite realistic what he can achieve with the coalition and what not.We might see some more parliamentary scrutiny and possibly some more opt-outs. I don&#8217;t think anything will be successful that involves opt-out from existing agreements that would need the consensus of the other 26 EU states. I think he knows that and he deliberately has been very vague when it comes to details. He does seem to recognize that the topic might develop into a major problem for the coalition.</p>
<p>At the same time we should not expect any great initiative coming from Downing Street in the next years. Unfortunately  Britain is likely to keep a distance to the  EU  and we will definitely get a more &#8216;radical&#8217; rhetoric from the government &#8211; especially from William Hague.</p>

We know that <a href="http://www.kosmopolito.org/dear-journalists/" target="_blank">many journalists</a> do not understand why it is European Council President and why it is important to get <a href="http://www.kosmopolito.org/eu-terminology-for-dummies/" target="_blank">EU terminology</a> right. But to be honest,  journalists do not seem to learn (and they love the easy words that make the story sound good&#8230;)  and I pretty much gave up complaining about it (although I still think it is quite a disaster&#8230;)</p>
<p>But is it too much to ask that the government gets it right? After all it is  often the member states that are keen to make sure that certain EU terms should not sound too similar to national terms&#8230;</p>
<p>So, today <a href="http://www.number10.gov.uk/" target="_blank">Number10.gov.uk</a> &#8211; the official site of the Prime Minister’s Office in the UK had this top story:</p>

<p>The only positive thing about this story is that the Prime Minister got it right&#8230;</p>
<p>But coming back to the editors at Number10.gov.uk &#8211; Not only do they seem to borrow journalists from the mainstream media they also don&#8217; t seem to care about feedback unlike the Foreign Office.</p>
<p>The UK Foreign Office (FCO) was quick to change its twitter status update <a href="http://twitter.com/EUlondonrep/status/7941316142" target="_blank">after an intervention</a> by the Commission Representation in London on twitter! (check the FCO twitter updates <a href="http://twitter.com/foreignoffice/status/7941248815" target="_blank">before</a> and <a href="http://twitter.com/foreignoffice/status/7941917549" target="_blank">after</a> this <a href="http://twitter.com/EUlondonrep/status/7941316142" target="_blank">tweet</a>)</p>
<p>But the website of Downing Street is still the same despite their presence on twitter. So, I wrote a DM to <a href="http://twitter.com/DowningStreet" target="_blank">Downing Street</a> &#8211; let&#8217;s see whether they change the website&#8230;and whether they react to DM on twitter!</p>

<p>Imagine you are a Belgian citizen and you just turned 27. You move to the UK to do research at one of the leading universities. So far so good. Thanks to EU legislation, there are no problems getting your previous qualifications recognised. Although the UK is not member of <a href="http://en.wikipedia.org/wiki/Schengen_Area" target="_blank">Schengen</a> it is enough to present a ID card at the border to enter the country.  Obviously you do not need a visa or a passport. Anyway most of EU citizens just carry their ID cards with them, some do not even have passports and, anyway, we tend to store our passports  at home in the cupboard in case we travel to weird destinations next summer. So what can possibly go wrong with living in the UK you might ask?</p>
<p>Well, although you are 27 you might look younger than 25 which can be a problem (although this is hard to imagine!) So on any given Wednesday you pop into your local Sainsbury&#8217;s to buy a bottle of wine. (For those of you who have been in the UK you might be aware of a small alcohol problem regarding under-age drinking&#8230;) Since the shop assistant thinks you look under 25 (in normal circumstances this is a compliment!) she asks for a proof of identity as the shop policy requires her to check everyone who looks under 25 whether he or she is over 18.</p>
<p>First, you might be a bit surprised as you did not expect this question. But, thanks to old habits you carry your Belgian ID card with you and present it to the shop assistant. After all it is one of the most advanced ID cards in Europe and does not look like a library card.</p>

<p>“Sorry we do not accept ID cards – only passports and British driving licenses” the shop assistant informs you. Your reply: “But in the alcohol department I saw a poster with all means of identification &#8211; including ID cards” (which is of course rather funny as there are no UK ID cards yet&#8230;) &#8211;  “Sorry, no exceptions.” she answers. “I can show you the poster if you want?” But  she clarifies ”We do not accept ID cards!” &#8211; “But this is my national ID card issued by the Belgian state and you can see here that I am 27 years old” &#8211; “Sorry, I cannot accept it!”</p>
<p>So, why do we have ID cards (ID is short for <a href="http://en.wikipedia.org/wiki/Identity_document" target="_blank">identity document</a>!!) if this is still happening in the EU? Why is the ID accepted to enter the country, to open a UK bank account, to vote in local UK and European elections. Probably you can even open your own supermarket &#8211;  but it is really not accepted to proof your age in a supermarket?  Is it discrimination? Well, as the branch manager of Sainsbury&#8217;s explained later: “Discriminatory behavior would include different prizes for UK citizens and foreign citizens&#8230;but the supermarket can decide what kind of ID it accepts”</p>
<p>I am not convinced! And I would feel discriminated against. I think this is ridiculous and I wonder whether there is any EU/national legislation which could be used in this case&#8230;I still hope this was a decision of a couple of stubborn employees and not the official company policy&#8230;.</p>
<p>And just to make it clear: This really happened (!), however, luckily there are other supermarkets and the evening eventually included a bottle of wine!</p>

			<content:encoded><![CDATA[<p>There seems to be a health care hysteria in the USA. It is one of President Obama&#8217;s most prestigious projects and one of his central election promises. So it is not surprising that health care is back in the US news. But this time with a rare transatlantic twist (at least for a few days&#8230;). British Conservative and &#8220;<a href="http://www.mattwardman.com/blog/2009/08/14/hannan-gains-celebrity-exposure-in-the-us-mission-accomplished-by-garbo/" target="_blank">political no-one</a>&#8221; MEP Daniel Hannan (who is more popular as a Blogger on youtube than as an MEP in Brussels)  talking about the  NHS on Fox News (which is also not exactly known for rigorous analysis and balanced debate). The interview about the dangers of the &#8220;socialised NHS  health care system&#8221; was rather misleading but thanks to <a href="http://www.youtube.com/watch?v=1wcWlHTRcTE" target="_blank">youtube</a>, the UK media became aware of it and the topic quickly entered into the British political debate. Good for Labour, not so good for Cameron and Hannan (at least until the next scandal appears). The British blogosphere is outraged and a <a href="http://twitter.com/#search?q=welovethenhs" target="_blank">welovethenhs</a> campaign on twitter even made it into the BBC news&#8230;</p>
<p>Some highlights: The Independent writes about <a href="http://www.independent.co.uk/news/world/americas/the-brutal-truth-about-americarsquos-healthcare-1772580.html" target="_blank">the brutal truth about America’s healthcare</a> (which is indeed a shocking article!). Dave gives a really good overview on the debate on Gulf Stream Blues <a href="http://gulfstreamblues.blogspot.com/2009/08/germany-ignored-in-us-healthcare.html" target="_blank">here</a> and <a href="http://gulfstreamblues.blogspot.com/2009/08/uk-enraged-over-us-healthcare-portrayal.html" target="_blank">here</a>. Garbo writes about<a href="http://www.mattwardman.com/blog/2009/08/14/hannan-gains-celebrity-exposure-in-the-us-mission-accomplished-by-garbo/" target="_blank"> Hannan&#8217;s celebrity exposure</a> in the US. <a href="http://www.liberalconspiracy.org/2009/08/14/uk-v-usa-the-basic-healthcare-facts/" target="_blank">Nosemonkey</a> looks at the numbers. ISN analyses the <a href="http://www.isn.ethz.ch/isn/Current-Affairs/Security-Watch/Detail/?lng=en&amp;id=104744" target="_blank">paranoid populism</a>.  <a href="http://euoplocephalus.ideasoneurope.eu/2009/08/17/media-values-pt-2/" target="_blank">EUoplocephalus</a> explains why we tend to blog and write about it.  And an entertaining  Daily Mash post can be found <a href="http://www.thedailymash.co.uk/news/international/americans-without-health-insurance-attack-plan-to-give-them-health-insurance-200908141981/ " target="_blank">here</a>.</p>
<p>To be honest: I don&#8217;t know enough about health care (nor do I have the time and motivation to dig into it&#8230;) to add something substantial to the debate.  My personal experience of health care systems is rather limited. At the moment I am  insured with the NHS, before I had been insured in the German system.  (Last week I actually had to pay for a dentist visit in Germany as the NHS does not cover this.  First time ever I had to pay something health related&#8230; Typical example for the &#8220;European&#8221; health policy I suppose, but that is a topic for another blog post&#8230;)</p>
<p>Coming back to the Obama &#8211; Republicans &#8211; Dan Hannan &#8211; NHS &#8211; twitter &#8211; UK politics health thing. It is interesting that neither the US nor the UK debate looks beyond national borders in a constructive way.  The US media tends to look for bad examples abroad (although the NHS does not seem to be the best example there&#8230;) and the UK the media seems to ignore foreign  health care systems. Same is true in Germany: health care reform is a constant topic in the political debate but examples from other countries are absent.  David explains very well in <a href="http://gulfstreamblues.blogspot.com/2009/08/germany-ignored-in-us-healthcare.html" target="_blank">this post</a> that Obama&#8217;s proposals are actually similar to the German health care system &#8211; and not to the UK system, which is totally ignored in the US (and in the UK and Germany).</p>
<p>This reminded me about an excellent <a href="http://en.wikipedia.org/wiki/PBS" target="_blank">PBS</a> documentary I watched last year which compares different approaches to health care from around the world. The question (not only for the US but also for Europe) is: What can we learn from other health care systems around the world? And how can we make the systems better? 			<content:encoded><![CDATA[<p>As many of you know, I recently moved to the UK to start a PhD. (that is also the reason why this blog has been a bit silent recently).  Everyone that has ever moved abroad knows that it is quite a mess especially in the first couple of weeks. In my case I had to settle down at the University, find a place to live, get a new phone number and a new bank account. As I lived in several other countries before, finding a suitable place to live is the most difficult thing to do usually (at least for me)&#8230;</p>
<p>But this time it was a bit different. Surprisingly, the most annoying issue surrounding my move has been the UK banks. (And I am not talking about the financial super crisis&#8230; and Gordon Browns rescue plans for the banks and himself).</p>
<p>The situation is as follows: I am a postgraduate research student with a studentship (= regular income for the banks, right?) and I am a EU citizen. What do I need? - Basically a cheap (preferably free) current account with a debit card that I can use everywhere in Europe. Since I will be travelling a lot, it would also be good to be able to use the debit card without any fee abroad. You might ask yourself how I came up with these specification? Well basically that is the kind of account I have in Germany. As you can see, I neither need a flexible overdraft scheme nor a proper credit card.</p>
<p>So what happened? Innocent as I am I walked into several high street banks and told them my story. I expected to be treated as a normal student (we are all Europeans, right?) and I expected to be offered a student account (which is usually free of charge and comes with a couple of freebies). But instead I was offered either an &#8220;international account&#8221; (for &#8220;only&#8221; £5 -7 a month!) or a cash account (free but usually given to teenagers, so the debit card is not really accepted everywhere).</p>
<p>So what is the problem? I don&#8217;t have a credit history in the UK! And I suppose because the UK has not joined the Euro they also do not accept credit histories from other European countries. OK, fair enough, but actually I would be flexible on that as I do not need a flexible overdraft scheme. What actually struck me most about it are two things: The inflexibility of the banks (since I always thought the financial sector is more flexible in the UK than elsewhere in Europe) and the absolute absence of any &#8220;European&#8221; rule. Basically for the bank it does not make a difference whether somebody is a EU citizen or comes from a country in Africa or South East Asia.  Needless to say that most banks charge huge fees on anything that happens abroad (withdrawals, purchases, transfers). I assume that all this is connected to not being a member of the Eurozone&#8230;?</p>
<p>In the end, I decided for one of the &#8220;teenager accounts&#8221; and I am planning to get another account next year with a different bank (because then I will have credit history&#8230;although having no overdraft scheme makes it a bit difficult to prove that). Another proof that something is not working properly here is the following. I have to wait for ONE week to get the account number and TWO weeks for the debit card. Every other bank in every other country (even Belgium!) I used so far was much quicker&#8230; I expected to get the number immediately and the card 3-4 days later&#8230;</p>
<p>And I really had to laugh while waiting at one of the banks. The TV showed Gordon Brown explaining the financial crisis and that the motto of most brokers is &#8221;My word is my bond&#8221;&#8230; It obviously only applies to brokers and not to customers.</p>
<p>PS: And while we are at it: Another issue that is clearly discriminatory is the issue of Research Council Studentships. You do not need to be British to get one but you must prove that you have been a UK resident (which is funny because there is no registration process&#8230;.) for three years. At first sight that sounds like a reasonable thing but just think a bit further: British citizen would also be excluded if they decided to study in another EU country for their Bachelor. But the rule is not fair here: British citizens can always claim to have lived at their parents address for these three years&#8230;  So who is excluded from the whole scheme? EU citizens (that is Non-British) that on paper are supposed to have the same rights everywhere in the EU! Well of course it is also against the whole idea of making Europe the &#8220;most innovative knowledge based society&#8221;&#8230; but that is already the story of another blog post, I suppose.</p>
<p><strong>Update 25/10/2007</strong>: So after 1 week I got my account number, after almost 2 weeks my debit card. I even got my activation code for the Internet banking. However, the PIN code for the debit card is still missing. After reading through the letter I learnt that I had to &#8220;activate&#8221; my debit card either online or by returning a letter. So after &#8220;activating&#8221; my online banking account (with the &#8220;online activation code&#8221;) I was really happy that the &#8220;activation&#8221; of the debit card actually worked online! So hopefully they will send also the PIN soon since without it the card is pretty useless. Then I had this crazy idea to actually &#8220;use&#8221; the online banking since I had &#8220;activated&#8221; it. So, I found out that I needed to order a &#8220;card reader&#8221; which I somehow expected since they did not send me any online PIN numbers &#8230; but the next surprise came immediately: It can take up to 15 days to deliver this card reader!!!</p>
<p>So, the only way that I actually can get my money is queuing at the cashier in a branch of the bank&#8230;. (I don&#8217;t think I have ever done that in my life&#8230;)</p>
<p>I have not yet given up hope as it might be the problem of this particular bank. However, I think this is just ridicolous and not acceptable. It basically can take more than a month until a bank account is fully functioning (+ all the other restrictions I have to live with!)&#8230;</p>
<p>Just to put that into perspective: I lived in Belgium, Germany (both famous for bureaucracy) and Romania (known for not being quite as efficient as the rest of Europe), but in all of these countries this whole process of opening a bank account (with debit and credit card, online banking and telephone banking) takes no longer than 3-4 days!</p>

			<content:encoded><![CDATA[<p>Even though I am not a big fan of iTunes this is <a href="http://www.guardian.co.uk/business/2008/jan/09/technology.europe" target="_blank">good news for consumers in the UK</a>:</p>
<blockquote><p>Apple is ditching its policy of charging UK consumers more than other Europeans when they buy songs from its iTunes service, following an EU antitrust investigation. The computing giant announced this morning that it will cut prices at its UK iTunes store within six months, bringing them into line with iTunes pricing across Europe.</p>
<p>The move is a significant victory for the Which? consumer watchdog. It prompted the EC&#8217;s antitrust proceedings against Apple last year by complaining that British customers paid almost 10% more than those in the eurozone.</p></blockquote>
<p>So, within 6 months there will be a 10% cut in prices for music download on iTunes UK. Here is the  <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/22&amp;format=HTML&amp;aged=0&amp;language=EN&amp;guiLanguage=en">EU press release</a>. At the same time a cartel case against big record companies was dropped because the Commission could not prove that record companies were imposing these sales arrangements on Apple.</p>
<p>I think this is a good example how the EU can actually help consumers in Europe. It would be a good opportunity for the EU to communicate this success in the UK in a clear and concise manner. (The press release is not a good example for that&#8230;). But positive EU news usually disappear rather quickly. At the end of the day Apple will  run a big advertising campaign to promote lower prices which will probably boost sales. It must be frustrating to work in DG Comp.</p>
<p>Another interesting issue in that context is whether this decision will have any implications on the proposed Commission consultation on how to deal with the <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/5&amp;format=HTML&amp;aged=0&amp;language=EN&amp;guiLanguage=en" target="_blank">online content industry in Europe</a>.</p>
<p>Update 11.1.08: Today David Miliband writes about this issue (<a href="http://blogs.fco.gov.uk/blogs/david_miliband/archive/2008/01/11/15725.aspx" target="_blank">Europe Makes a Difference to People&#8217;s</a><a href="http://blogs.fco.gov.uk/blogs/david_miliband/archive/2008/01/11/15725.aspx" target="_blank"> Lives &#8211; Shock)</a> in his blog and reckons that this story &#8220;will bring a smile to the Prime Minister&#8221;.<a href="http://blogs.fco.gov.uk/blogs/david_miliband/archive/2008/01/11/15725.aspx" target="_blank"> </a></p>
