The internal decision-making in the Commission should probably be made more transparent, that's true, but then again, most people find all this to be hard core bureaucracy, not sexy enough for the citizens... That being said, on Prelex you can find in every legislative file the COM decision-making procedure it was adopted by. A search filter according to that criterion is still missing, indeed, but it should not be too difficult to add it (if there is interest by the COM...), as the information is there and public. There are 200+ oral procedures per year on legislative and non-legislative items (btw: where did you take your precise figure for 2009 from?). that would make approx. 2000 items over the last decade. i think they should be able to enable a search or filter option in prelex or the EP database that can sort results by COM procedure.
