If it solved Kosovo&#039;s status, then you&#039;re right, it didn&#039;t solve that.  If it solved the issue of Serbian autonomy and political rights in Kosovo, then you&#039;re right, it didn&#039;t solve that.  But I suggest that the elections were a step in democracy, even though there was less than a 50% turnout, and perhaps a step closer towards independence.</description>
